threatens to once again test the patience of many americans who are already fed up with a divided congress. >> later this morning, president obama invite and joe biden will mark the end of the iraq war at a ter money. it will -- ceremony. it will include the homecoming of iraq war veterans. >> the withdrawal ends a nearly nine-year war which nearly 4500 americans were killed and 32,000 more wounded. virginia governor bob mcdonnell is being both praised and criticized for his latest budget proposal. the two-year $85 billion spending plan would shore up the underfunded pension fund with a $2.2 billion boost in employer contributions. more than a billion dollars will come from local governments. but some aren't happy with the proposal while others say it makes sense. >> the administration i

remember was quite negative and upset over the federal bailouts when the federal government was bailing folks out and now basically what they're doing is asking local government to bail out the state. we're just not capable of doing that. >> they're a county employee so they're supposed to make the employer contribution to their employee's retirement, just like happens in every other business. >> the plan also includes an increase in spending from general tax collections on public safety, public schools and health care. the d.c. council is going to debate a proposal intended to make significant changes to taxicabs and how they operate in the district. under the plan the city would require cab drivers to accept credit cards, install gps devices in the vehicles and customers would pay for the upgrades with the new surcharge. it would also require cabs to abuniform color. you know how many colors there are in the district when trying to get a cab. >> i have expressed the view i would hope that they would be

white. >> the same color scheme we used on the circulator bus. some people associate it with transportation or something that maybe reflects our flag. >> so we're going to argue over the color now. under the proposal they'll have to take a training course with emphasis on driving skills and local geography. d.c. police are searching for three people responsible for a double shooting in southeast. that shooting began yesterday evening just before 7:00. >> shootings happened just five blocks away from the 7th district police station. >> reporter: 7:00 p.m. police arrived at the 3400 block of 22nd street southeast to find two juvenile boys alive but suffering from gunshot wounds. they are rushed to the hospital and detectives discover shell casings outside the apartment building. no one is talking on camera tonight but witnesses say they saw three black men between 18 and 22 wearing ski masks running from the scene. one had a gun.

6:30, 1000 block of taylor street in northeast. an adult male is shot. the suspect description sketchy. dark clothes, possible dark hats. the victim clinging to life for about an hour but later loses his battle to survive. the shooting now ruled a homicide. but the first shooting victim in this violent monday may have taken his own life. at 6:00 p.m. police get a call of a man shot. detectives tape off several blocks surrounding 11th and m streets northwest as the drama unfolds. a crying mother runs to the scene too distraught to talk but breaks down as she looks at her son's car. shattered glass, police surrounding. detectives recover a weapon but say the medical examiner will have the final say in this death investigation. three shootings, four victims, one hour. the only survivors, the youngest in southeast. a police sting nets more

than $7 million in drugs and guns which were all headed for d.c. streets. 70 people arrested in the operation set up by d.c. police and federal agents and the sting was set up in a phony recording studio in northeast. they recorded unsuspecting clients making deals for heroin, crack, shotguns, even a rocket launcher. d.c. police chief kathy lanier -- cathy lanier praised the officers who literally put their lives in danger. >> we had several cases where undercovers traveled outside the district of columbia with suspects known to be involved in multiple armed robberies. those suspects during those discussions made it clear they had no problems in shooting or killing police officers or security guards in the course of their criminal conduct. >> a total of 161 weapons were seized as well as gallons of pcp and a large cache of marijuana. the manual accused of firing at the on -- owe the

manual accused of firing at the white house will not get out of jail until his trial. the 21-year-old is accused of firing dozens of shots at the white house last month. he's charged with attempting to assassinate the president. the obamas were out of town at the time of the shooting. 4:35. here's a look at some of the things making news now. a snowstorm continues to hammer parts of the southwest in the great plains this morning. the system barreled through new mexico yesterday bringing whipping winds and whiteout conditions. by the end of today forecasters say some places could be buried under a foot and a half of snow. investigators at the university of kansas are searching for a missing college student. the 19-year-old was last seen friday sitting outside the campus library. she sent her cousin a text message saying a drunk man was harassing her. shortly after receiving the text, her cousin arrived and found her personal belongings on a bench. police say they have no leads in the case. not one but two power

outages interrupted monday night football between the steelers and the san francisco 49ers. this first blackout in candlestick park in san francisco happened right before kickoff. the start of the game was delayed by 20 minutes. then a second outage left the players and fans in the dark again 60 minutes into the 2nd quarter. the 49ers went on to win the game 20-3 over the steelers. the time is 4:36. a key player in the word of online social networking receives a cash boost. at 4:49, a number of d.c. residents will no longer have to worry about how low planes fly over their homes. we're back in two minutes with your weather first. you're watching 9news now.

4:49 on this tuesday morning. we've had a couple of light showers east of town that will be the case through midday. some scattered light showers. temperatures in the mid up toker 40s. then this afternoon -- mid- to upper 40s. then this afternoon generally cloudy. temperatures by 5:00 back in the mid-40s. we've got heavier rain on the way for mid week. i'll have your seven-day forecast in five minutes. right now monika is in with time saver traffic. we're going to take a look at a map in southern maryland and anne arundel county where an overnight accident blocks

the complex financial instruments blamed for helping spark that financial crisis. that will be two years after enactment of the 2010 financial overhaul rule mandating the rules in the first place. at&t is ending its bid to acquire p-mow -- acquire t- mobile. the justice department stopped the merger claiming it would hurt competition. shoppers have spent 15% more online so far this holiday shopping season compared to last year. a new survey says from november 1 through december 16, shoppers spent $31 billion onlining. they've received free shipping on at least half of all of those purchases. twitter is getting a big cash infusion from a saudi prince. billionaire prince and his investment company are pumping $300 million into the microblogging site. it isn't clear how much of

>> if you're a skier like me, it's been just a garbagey december. even the skiers -- even the ski lifts that are open had limited runs. maybe we'll get snow in the mountains and when it's cold enough, they can start cranking out some snow but it's not been a good start for the season. >> you can just go and have fun and coffee and toddies in the clubhouse. >> my friends who do mornings in boston said it was 15 degrees but we're not in boston but you can ski up there. >> let's get going on our bus stop forecast here on this tuesday morning. only a few more days left of the year for the kiddies this morning. a few showers are around. they've been mainly south and east this morning. temperatures 45 to 50 degrees with the sun rise at 7:22 this morning. as far as the day planner is

concerned, we're looking at lots of clouds today with those few showers around, especially this morning. better chance of showers will be this morning than this afternoon. temperatures won't be moving much. if we're not 46 or 48, we'll be somewhat upper 40s to low 50s and stay flat for much of the day. northeasterly winds at 5 to 10 miles per hour. tonight at 8:00 back in the mid- 40s with winds going east at 6 miles an hour. the showers this morning, they've been up to the north. you see them here in ohio and pennsylvania. then south and east of town we've had a few showers. yes, a little snow mixing in on the northern edge of that along interstate 80 in pennsylvania and ohio. southern maryland, calvert county and st. mary's county from leonard town to mechanicsville, some light showers there. just not much out there right now but i think the rain will -- but take the rain gear just to be on the safe side. colder air trying to sink on south of the heels of the light northerly winds. some 30s. oakland, they can't make snow

when it's 36 degrees at wisp. we need some cold. 49, feeling like 47 this morning with a north, northwesterly wind at 5 and the dew points are in the low 30s. now, we've got the chilly air in place up north. that's where we got a little bit of snow on the northern edge of this rain but it's in the southwest where this storm is starting to pull out of new mexico. i've seen some areas with more than two feet of snow in the mountains of new mexico. eastern colorado, northwestern kansas, some of the blizzard conditions which have been going on there and the rains pulling out. and some strong thunderstorms in east texas and now down into louisiana approaching the mississippi valley. a lot of this rain is going to stay north of us but we've got that threat for at least a few showers through midday today. you see the cold turns if green to blue so we're seeing a little snow there. there's some of the rain showers with us through midday but mainly north of town. this afternoon up in pennsylvania, new york state. so mostly cloudy.

50ish for the highs. could see a couple of showers here overnight tonight pushing across the region. tomorrow morning sprinkles mainly north. better chance of rain, though, by midday. in fact, maybe mid- to late morning coming in, waves of showers throughout the day tomorrow as highs tomorrow will shoot toward the 60-degree mark in many spots. a warmer day. so today upper 40s, maybe low 50s. a few showers this morning. tomorrow upper 50s after being in the upper 30s and 40s tonight. it will be a very mild day on wednesday. thursday made, 58. some showers could return late for thursday night into friday morning. winter, by the way, begins officially thursday at 12:30. saturday looking dry now for christmas eve but looking wet christmas day, 42. maybe some snow showers or flurries on mondays with highs in the 30s. >> there's just one incident to talk about early this morning. otherwise generally speaking the roads are dry. everything is looking good and there are no delays around the beltway. just this one accident in southern maryland remains at

route 255. it's closed between sudley road and route 2 so if you normally take 468 between the two, go ahead and take old sudley road a little further south instead to get around this problem. let's take you over to the west side of the town. no problems to report as cow in on the dulles -- as you come in on the dulles toll road. on the outer loop of the beltway at i-66 overnight construction was diverting everybody on to the westbound side of 66 and everyone was turning around at nutley street to get back on to the beltway. here's a live look at nutley street right now. i think everything looks okay and it's back to normal for the rush hour heading inbound on 66 and the outer loop of the beltway. just keep that in mind a. quick look 395 northbound no problems to report here between the beltway, duke street and the 14th street bridge. everything seems to be running on type. coming up in my next report, we'll go into maryland at 4:55. >> thank you, monika, see you then. people in southwest and southeast d.c. will proabl be sleep -- will probably be

sleeping a little better soon. late night flights will no longer fly over their homes. since last spring flights landed between 11:00 p.m. and 1:00 a.m. were diverted over that part of d.c. because of some construction. many people were upset about the noise so d.c. delegate eleanor holmes norton contacted the faa. the airport officials have since agreed to hold off on construction until 1:00 a.m. after the flights have landed. jerrylier you heard -- earlier you heard howard lament the lack of snow but d.c. has a new snow removal policy in place. it was developed after the region was slammed with the system known as snowpocalypse. one major policy change, d.c. has shifted responsibility for snow removal from the department of transportation to the department of public works. >> the priority is the main routes, the -- it would be the 295, 395, the major roads,

georgia avenue, connecticut avenue, rhode island, that's the priorities. >> director holland also announced they have a new website which shows you where your street lands on the priority list. we have a link to that at wusa9.com. well, we've been hearing a lot about vitamin d over the past few years. >> now new research weighs in on whether it's effective at preventing fractures or even cancer. randall pinkston has more. >> reporter: 64-year-old diane rego has been taking vitamin d for ten years. >> i take a thousand units daily. >> reporter: studies have suggested that taking vitamin d supplements can reduce fractures in older adults. now on new review of the latest research shows vitamin d combined with calcium does lower the risk of bone fractures, especially in older women but taking vitamin d alone is not effective. >> it's controversial. it's very hard to glean from the literature if vitamin d by

itself can prevent fractures. >> reporter: vitamin d has also been sphded for its role in preventing cancer but researchers say they still need more evidence. and high doses of d can cause other health problems, such as kidney stones. but when it comes to preventing bone fractures, doctors say vitamin d and calcium work together. >> vitamin d helps absorb calcium. calcium is critical to bone health. >> reporter: the problem is everyone absorbs vitamin d differently so it's important to check with your doctor about the right amount to take they recommend older patients take vitamin d supplements if their levels are low. a government panel will use the new information to recommend the best dose of vitamin d for good health. randall pinkston, cbs news, new york. >> different groups recommend different amounts of vitamin d daily. the institute of medicine says the average person needs no

more than about 600 international units and that older adults may need a little more than that. other groups have said 800 to 1,000 international units. well, maybe you don't want to hear this as we head into the holidays but apparently eating less may keep your brain young. italian scientists say they've discovered a molecule for brain longevity which kicks into action with lower caloric intake. it regulates important brain functions like memory, learning and ant control. doctors are hoping the -- anxiety control. doctors are hoping this will lead to the discovery of other diseases. doctors at northwestern university found a risk that is as much as 69 percent higher than those who developed high blood pressure by age 55. they found almost 70% of middle age men who develop high blood pressure will have some kind of cardiovascular disease by the time they turn 85. you know that spray tan stuff that you put on? apparently those products are helping young women avoid
